It has come to our attention that some clarification may be required in relation to what is considered a genuine need for Permits to Acquire (PTA) for shooting clubs.

At the moment some applicants are simply stating centrefire match or military shoots or category 3 shooting, however this is not sufficient.

If an applicant requires a firearm for a shooting club they need to specify what discipline they intend to shoot and (if applicable) why they cannot use any other firearm in their possession to do so. This is defined in Section 23 of the Firearms Act 2015.

Further, the applicant the discipline stated is to be as defined on the club’s range certificate, to enable Firearms Branch to confirm that the club is endorsed for that discipline. This is also why it is important for licence holders to update us when they join a new club so that we can ensure our records are correct.

If an applicant needs a firearm to be eligible to compete in a sub-discipline of one of the disciplines defined on the clubs range certificate, the applicant needs to state so on the PTA. If an applicant has any other supporting information as to why they need the new firearm i.e. replacing broken firearm etc., this should also be included on the PTA.

The lack of provision of the above information creates an unnecessary backlog of work as permits are either being refused or returned to ask for further justification. These delays can be avoided if all the required information is provided on the initial PTA.

To summarise:

✔ The discipline an applicant intends to shoot in must be endorsed on the PTA

✔ The disciplines are defined on the clubs range certificate

✔ The applicant (if applicable) needs to define why they cannot use any other firearm in their possession

✔ If the applicant needs the firearm to be eligible to compete in a sub discipline of one of the disciplines defined on the clubs range certificate the applicant needs to state so on the PTA

✔ If the applicant has any further information that may support the genuine need for the firearm the applicant should state so on the PTA

If you can ensure that the above information is provided on the initial PTA submitted to Firearms Branch, there is the potential of less delays in processing, providing a more timely response to yourself and your customers.
